WIOA Adult

The Workforce Innovation & Opportunity Act (WIOA) is a program to help low income adults enter unsubsidized employment; to improve the quality of the workforce; reduce welfare dependency, and enhance the productivity and competitiveness of the nation’s economy.

Under Adult services, WIOA authorizes three sequential levels of service to be made available to job seekers. They are as follows:

Core Level Services: Predominately self-service and provides access to computers, copiers, phones, faxes, job search and placement assistance, and labor market information. Job search placement staff assistance can include labor market information and testing.

  • Fax Service
  • Computer Usage
  • Job Search Seminar

Assisted Core Services:

  • Career Counseling
  • Job Development
  • Job Clubs
  • Staff-assisted Referrals
  • Follow-up Services

Intensive Level Services are provided to program-eligible job seekers and include more comprehensive assessments, development of individual employment plans, and access to short-term prevocational training. WIOA also authorizes the provision of supportive services (e.g., transportation and child care assistance) to enable an individual to participate in the program. If a job seeker is not successful at the intensive level in finding employment, they may be considered for training depending on funds availability and participant suitability.

Training Level Service: For those individuals completing intensive services and who have still not attained self-sufficient employment in their area of skill, then occupational training maybe provided.

To qualify for intensive and then training services, participants in the Adult program must be 18 years and older, provide proof of citizenship and Selective Service registration. Adult services for intensive and training services have additional eligibility requirements for low income and no current employment.

Service priority is given to Veterans, recipients of public assistance, and other low-income individuals.
